Full City Council Vote scheduled on April 11

ROSEVILLE, MN (April 3, 2014)– The Builders Association of the Twin Cities (BATC) lauds today’s unanimous decision of the Minneapolis’ Planning and Zoning Committee to recommend to the full council an immediate lifting of the residential construction moratorium currently in effect in the Armatage, Fulton, Kenny, Linden Hills and Lynnhurst neighborhoods. BATC members and their clients in those neighborhoods were significantly impacted when the moratorium was put into place without notice. Many families were left in limbo as their plans to build, remodel and sell were halted by the city’s action.

BATC promptly became engaged in policy discussions with city leaders to address construction management issues and limit the duration of the moratorium and get our members back to work. BATC brought builders and remodelers to the table to discuss the vital issues, which we believe will result in improvements and efficiencies to the construction process. We have aided the city in drafting a Construction Management Agreement (CMA), which BATC President Shawn Nelson endorsed today at the Committee hearing.

BATC has also pledged to remain engaged with the City as a stakeholder in the development of related ordinance language, updates and improvements to the CMA, and to respond to development-related issues, which may arise. Finally, BATC has agreed to coordinate outreach and education efforts to ensure awareness and adoption of the CMA.

This partnership with the City has paved the way to lift the moratorium and get our members back to work. Today’s committee action is a positive step for BATC members, but a final vote remains on April 11 when the full City Council will vote on whether or not the moratorium should be lifted.
